Lesson #5,487,899 that administrative government officials can’t be trusted to make these kind of decisions because their incentives do not align with the general public and they do not bear the burden of their own regulations.

Specific to your point, who remembers when Biden's mandatory Covid vax requirements did NOT include vax mandates for any member of Congress or the judicial branch and staffers? I sure TF do.
