BMW has had multi-stage brake lights on some of their cars for ~20 years. I think the US only got 2 stage at most, the rest of the world got 3 stage brake lights that worked like this:

1. normal braking had brake lights and CHMSL

2. hard braking had brake lights, CHMSL and rear fogs (flashing CHMSL in regions with no rear fogs)

3. ABS triggered braking had brake lights, flashing CHMSL and flashing rear fogs (fast flashing CHMSL in regions with no rear fogs).

This was part of the basic dealer programming when you picked up the car and many dealers didn't even discuss it and left it deactivated.

BTW here video of an E90 BMW (so sometime between 2005 and 2011 production) that has got Dynamic Brake Force Display programmed to be on:

Anyone with a relatively modern BMW can get code this in but I can't say 100% what if any DOT issues it might cause. The DOT is the reason we don't get rear fog lights on cars from Europe.
