There is a slim chance the breaker has half failed . That is common too. Easiest way to see is to remove the bus bar and cycle the breaker. If one side won't stay on then it's a bad breaker.
But with this issue 9/10 is a bad thermal fuse. Also many appliance repairman will misdiagnose it as a relay board. It's a pain to check the thermal and we make more changing the board. So techs will change both to not have to diagnose and return.
