The majority of that decision is hers.
Excepting cases of rape, Women are the arbiters of when to have sex.
Many stupid, irresponsible women REFUSE to use birth-control, knowing that only ONE of the two people involved in a sexual encounter may become pregnant.
They choose to have unprotected sex with bad people.
Their body, their choice, their responsibility.
There are exceptions, but the majority of women who are single Mothers are because they have made bad choices.
They often don't fear the consequences because Society refuses to shame them and will provide a safety net for their kids, no matter how many they pop out.

These are mostly situations where women are getting knocked up by men that they are not in a relationship with. This isn't usually where the man just cuts and runs. He was never there to begin with. That is a woman problem.
If they are in a relationship, then yes there is equal blame.
