The "portal" itself is literally just a database. So "ending" that does nothing. I agree the sit-a-year rule would curtail some of the rampant transferring and free-agency. But that train has likely left the station. Hell, the NCAA tried to at least maintain some sort of control by enforcing the rule that 2x transfers were no immediately eligible following their second transfer. Of course, boosters, fans, coaches couldn't see the forest for the trees and fought to eliminate that prohibition. Their efforts (at least for now) were successful. So now a player can transfer any time, any number of times, without penalty.
