It doesn't really work this way. He's a recruited athlete and will likely count against the 85 no matter how his enrollment is paid.

There are NCAA rules concerning counters that prevent teams from getting around signing and scholarship limits like this.

My understanding is that a preferred walk-on (a walk on that is recruited, but who is guaranteed a scholarship when space is available) doesn't count against the 85 scholarship limit until he receives his scholarship. Until then he is a non-scholarship athlete and can participate without affecting the 85 scholarship limit, but does affect the active roster limit which is higher.
