Technically, you're correct, but make no mistake about it, all universities and these private companies work hand-in-hand and one doesn't act without the other knowing about it. That's the only way it works.
Technically, NIL is not supposed to be pay for play either, but in reality, NIL is 100 percent pay for play!

Everyone knows that.
They still have zero control & power. If, as a player, you are good enough to garner an NIL deal, you will always have the power.
