Draft a young QB and hopefully hit on your other picks.
Let Allen and Carmichael return to lead the tank. Let the contracts run their course next year.
Fire Allen and Carmichael as soon as tank is secured. Trade any dead weight after next season.
Bring in young offensive minded coach to pair with new young QB. Hopefully hit in the draft again.
This can be sorted out by the end of next season if done correctly.

Why would you draft a QB before the tank? Generally the tank is to get in position to draft a QB at the top. As it stands now, the Saints are going to be picking outside of the top 10. They are unlikely to get one of the top 3 QBs from that spot. It would be better to tank next season THEN pick your QB if your plan is to "tank".
Basically, if the Saints want to tank they are going to have to (1) stop kicking the cap can down the road; (2) have a fire sale to trade valuable assets (even if they are getting less than they really want in return); accept that things may be really bad for at least a few years.
IMO, I don't think they take that approach next season. I think the change will be a new OC. Carr has been terrible this season. But I don't think anyone can with a high degree of certainty if that is because he just sucks or is hamstrung by a bad OC. The FA will use next season (since they are stuck with Carr anyway) to determine that answer. If Carr is terrible again with a different OC then we will have certainty on that answer.

Show me how the Saints get under the salary cap without restructuring Carr, making the Saints stuck with him long term.
Show me how the Saints dump all these restructured contracts next off season and stay under the salary cap.
It can’t happen. This franchise is doomed for years because of Loomis. There is no way forward with him still here. It will take a total, multi year dismantling of the organization to get back to being able to rebuild.

Makes absolutely zero sense unless we firing Allen and Pete and a new coach gets to start developing him while Carr plays.
