If you don’t mind sharing, what are some of the towns in CA, CO, UT, and MT that would fit your description of not catering to the ultra wealthy?

In CO, assuming a well known ski resort is required, I would put Crested Butte, Winter Park, and Steamboat on the list. CB and Steamboat have nearby airports which will help their development but both are a little too far for consistent day trips from Denver which helps keep the crowds down.
