I Just modified my old Atari 7800 to output an s-video signal.
Your best bet to get a good picture on a modern tv is to use an upscaler. The cheap RCA to HDMI converters on Amazon are horrible. If you want a good picture you will need something like a Retrotink 2X-pro. They are pricey, but my nearly 40 year old 7800 now puts out a picture that matches the quality of the new 2600+. If you have multiple systems, I'm sure you can still get RCA switches.
On your RF console, you might check to see if you can get a composite mod installed.
