He is not transferring to be a backup. There will be open competition for the starting position.

He already mentioned that NC St. told him to look elsewhere, as they were going in a different direction.

I doubt he is transferring with no hope to compete for the starting job. But I don't think this is a Burrow/Daniels situation where (1) you have a multi-year QB who is absolutely looking for a place where he is guaranteed to start and (2) a team in LSU absolutely looking to land a starting QB.
Even if BK has long decided Nussmeier is the starter for 2024, it was always likely LSU was going to look for a transfer this cycle for depth purposes. Right now all you have behind Nuss is Collins (little to no experience and somewhat of a last minute take anyway) and Hurley, a very young QB with no experience who was always thought to be more of a developmental prospect.
Whereas you knew (or at least anyone with the ability to think logically) when LSU took Burrow and Daniels they were bringing in their starting QB, this is a different situation.
