It’s possible, but we don’t know that. They likely went back and forth through his agent on hires and such while he finished his last NFL season.
Cooks did work for Kelly, so that may have made a difference with him. A bad hire, but connections do matter.
I wonder if Cain recommended Steeples since both came out of St Louis. There was no other obvious connection to him.

Steeples was head coach at de Smet. A catholic school in at Louis that won a decent amount while he was there. I’m sure that they met and connected over recruiting while BK was at ND
