That’s a definition that lacks context. This is straight from Wikipedia:

Well even by that definition, its not fair to call the guy a pedophile if the girl is over the age of consent.
But i dont think there are many people who are attracted to the idea of someone being under the age of consent. There are, unfortunately, a lot of people who are sexually attracted to pre-pubescent children.
If you take the group of 21 year old males that have sex with 17 year old girls and lump them in with people that want to have sex with actual children, you are grossly conflating the issue.
