Outdoor DIY Christmas tree out of lights

What type of material would you use if you were going to make something similar to the below tree, but it is going to be outdoors and is going to be built around a large pine tree?

Was thinking of screwing in some hooks as high as I can get them and then using 5/16" wire rope to drape down from the hooks and connect to "hula hoop" style circle at the bottom which would weigh it down (what would you make the hoop out of). Maybe 2 or 3 other hoops spaced between the top and bottom to help keep its shape.
I would be fairly large, as high as I can get it maybe 25-30 feet tall and with a diameter of 15 or so feet.
Then I would incrementally every few feet wrap lights horizontally around the wire rope and secure in place with some sort of bracket to give a look somewhat but not exactly like the below.

Any other ideas are welcome if someone has a better idea on how to pull it off more efficiently.

PVC with guide lines is what I made mine out of - I haven’t put my mega tree up yet, still getting house lights up before I get to the yard, it’s only about 12’ though. it’s 48 channels of controlled lights, with 2 different decoration channels and a star on top channel.
Something that big you could look into a radio tower.

I would build a Mega Tree. Here’s a decent walkthrough of doing it at 17ft + 3 foot tall star. He links a calculator that lets you modify top/bottom diameters and calculates power needed.
I would probably go “smart” on this project, because the frame is probably going to outweigh the cost difference of smart vs dumb lights, and I like using smart Christmas lights to be able to change color patterns based on night of the week or hour of the evening. This could, if you were into it, be incorporated into a “show” if that’s your speed.
