There is no way in hell any official can read the targeting rule as it stands and describe in the video of Turner’s hit on Daniels and conclude it was not targeting.

There is no agree to disagree stuff here. I have read the rule and watched the video 20 times or more and it cannot pass the negative test for all elements which is required to not be targeting.
