I have no idea how they calculate this stuff. But to a dumb person like me, updating data every 6 months instead of annually seems like it would yield more accurate data, no?

Read what it says, though. They are still using a two-year moving average to smooth the changes. There's still a lag and not a real indication of current rates.
LSURussian understands this stuff better than most. Maybe he can chime in.
