Sounds like what the studios said when actors wanted royalties for television rights. They made it work, and somehow those studios kept making huge profits.

Studios can determine when something airs.

Previous contracts for licensing went:

-Streamer licenses for N dollars to licensing body
-Licensing body doles out royalties per contracts as consumed products
-Streamer only has to pay again when re-licensing

What actors wanted:

-Streamer licenses for N dollars to licensing body
-Licensing body doles out royalties per contracts
-ADDITIONALLY Streamer pays royalties anytime anyone streams any content
-Streamer has to pay again when re-licensing

Basically Actors (and Writers) want streamers to subsidize them because the old network/cable television is rapidly evaporating.
