The only way to truly change the culture accepting "big hits" that are clearly illegal is to penalize the entire team and coaching staff.

Did you serve? If so, I'd bet that boot camp for whatever branch you were in taught the same thing: you live, work, suffer and die together as a team.

If one person straggled at the end of a run, the entire company had to do laps. If one person failed a course, the whole class repeated the course.

The idea was to get recruits to understand that they were not only responsible for their own performance, but they were also expected to help the entire group succeed.

So, with someone like Turner (or Burfect, or Suh, or Fairley, or Ramsey, take your pick), you put in penalties that drive home the fact that your teammates shouldn't condone that behavior; your coaches shouldn't condone that behavior; and your school shouldn't condone that behavior.

Once you start taking away scholarships, recruiting visits, bowl and playoff eligibility, the culture will start changing.

In my opinion, that's the only "enforcement" that has any prayer of making a difference in improving player safety on the field.
