It’s both. From the West Point website:

In other words, playing football is one way to satisfy the requirement. From that standpoint it makes sense that they would carry a larger roster than other D1 programs even if the majority of those players don’t see the field.

Yeah I just meant that it's not the reason for their large roster. They don't take people so that cadets can satisfy their athletics requirements. I went there so remember dealing with it. Even as a varsity athlete I had to do intramurals I think two semesters (it's been a while so I don't remember the exact number). I always did Team Handball which is a blast. There's a very distinct difference between the athletic department and cadets having to satisfy their athletic requirements.
