Universities are doing a good job of that themselves.

I couldn’t help but notice when pursuing my 2nd degree in a med field that like public HS the university was primarily educating how to pass the licensing test.

Forget actual care and treatment, gotta make sure your basic math is good and you remember this formula/equation. And remember these dates and names, don’t worry about how to actually perform you can learn that after graduation and you have passed the licensing test.

To a point I see why since grads can’t work if they can’t pass the test, but it’s possible to teach both job skills and testing requirements.
