He was SOH in an extremely polar time. He either had to rely on the DEMs or get nothing passed and face the 8-person splinter group of Republicans.

He could've tried to get things passed. Even if he failed, he would have lived up to his promise and he would still be speaker.
No legislation is better than bad legislation. Gridlock is often good.
