You can start with the governor of PA. Shapiro has instituted a order that automatically registers every Pennsylvanian to vote, whether they want to be registered or not....
That's ^^^^ how you prep for mass mail in ballot harvesting with no chain of custody.

What they have done is provide a link to voter registration when applying for a driver's license. First, the individual can opt-out of the registration. Second, if the link is followed, the individual still must answer all the same questions as are submitted on a voter registration card. If the individual is not a qualified voter (e.g. not a citizen), the individual is not registered to vote. All the process does is provide a form of "one-stop shopping."
