Ed O had this model first be the figure head ceo. This works as long as you keep bringing good coaches onto the staff. Once the ceo like Miles or O starts to try to dictate style to the oc and dc it falls apart.
This method is nothing new. Hell dabo had made people think he is a great coach off it. The man is basically a wr coach and cheerleader. He is good at recruiting and overall team build. He had elite oc and dc that handled the schemes
