Not much you can do unless you want to get a concrete resurfacer and disc it and start over. It might be caused by some acidic cleaner that already reacted with the concrete. Once the concrete surface reacts to an acid you can apply as much acid stain as you want over and over but it simply won’t react and make a permanent stain.
