I agree with you on this kind of thing. I've also seen them turn on lights to bypass traffic, then turn them off when they got to their offramp.
We have a cop in my neighborhood, and he is always causing the HOA trouble.

This is done because idiots can’t handle seeing blue lights so they’re used sparingly.
