A political consultant friend of mine laid out how this all worked years ago. Weekly/daily poker games with the gov (or others). High stakes & pot got big. Everybody but Gov folded regardless of hand and Gov won.
Not illegal to be a “bad” poker player and fold/lose with Royal flush. As long as winner pays income tax on the winnings, what’s illegal?

But why bother going through the motions? Why not just hand the money over and do something worthwhile?
