And on a flame resistant surface. If both are satisfied, then that meets the letter of the law.

Sounds to me like it is okay of you have a fire extinguisher!

ETA: this appears to be the Louisiana state law…LSU can be more stringent if they want. I have not heard what LSU’s policy will be.

Basically not on the grass or a wooden deck. Concrete, metal, dirt, shell, rock, etc. should be fine.
