No. Doctors are not required to report. Immigration status is protected under HIPPA. In theory I could report the mother but I cannot report the patient since that would be a HIPPA violation. However since the patient is a minor and the patient's primary caregiver is the mother the mother might also be protected under HIPPA and so reporting her might be a HIPPA violation. If I reported the mother and she got deported or the mother and the patient got deported then I would potentially be causing harm to the patient. That is another major ethical violation and a violation of my Hippocratic oath. So I just avoid the ethical and legal pitfalls and do not report anything that I am not required to report.
