Everyone remembers Pitt over WVU because it was at the end but if it weren’t for this one USC plays tOSU for the title.

USC had won recently and could easily get back to that level in the future. WVU is the winningest program without a national title and Pitt ruined the best chance they'll ever have. That's why 13-9 lingers in the public consciousness while the one you mentioned is relatively forgotten despite the larger point spread.
