2. Problem kids who continue to act up get forcibly sent to military school. Board and feed them. Gloves off level of discipline. This is for 9th grade and up only. Most of these kids come from broken homes and this would give them the structure and discipline that just might save them from a life of going in and out of prison

9th grade is too late.
