This will be impossible to measure due to the rampant corruption in LA, but Plaquemines and St. Bernard parishes as a whole have to be up there.

But honestly it’s New Orleans because everywhere else has an excuse. They’re small and insignificant. New Orleans is our window to the world able to attract A-listers. It should be better than everywhere else
