On a budget I would go with Keystone, lift tickets are very affortable if you get Epic Day passes. I took my nieces there, their lift tickets were aournd $40 a day so if they only wanted to ski a few hours it wasn't a big deal. It is a really nice mountian for new skiers, advanced skiers not as much.
If budget isn't much of an option than I would go with Beaver Creek or Dear Valley. Beaver Creek has very light crowds, lots of good runs for new skiers and the mountain is easy to navigate. DV is very similar, easy to get to from SLC.
