I am getting a 5 year old Toro with about 100 hours on it - has not been used since before covid...
What should I expect as far as maintenance/repair to bring it back to life? TIA

I did some work on mine a week ago that wasn't being used and wouldn't start. Changed the air filter because it was dirty and just needed to be changed.
The jet main in the carburetor was the problem. These are around $12-15 and are usually the problem. Old gas can clog these things up. Replacing it was pretty easy with minimal tools involved.
Here is a good video explaining what I did

First I would drain all the gas, if there is any in the engine. If the oil looks dark or black, I would change it. Check the air filter and clean or replace if needed.
Put some gas in it and see if it will start. To get it to start, you might have to put just a little gas on the air filter to give the engine a little "boost" to get it started.
If it does not start, take out the spark plug and clean it, if needed. Then attach the wire to the spark and set the spark plug on the engine to ground it. Pull on the starter rope and see if it sparks. If no spark, get a new plug.
Still won't start. Probably carburetor. See above post.
