The difference is they are so open and don’t care that people know about the corruption. It is in your face at this point.
I get there has always been corruption, but you atleast had to somewhat cover your tracks before. You could not risk being exposed. Now they just do it out in the open and laugh about it.

The money at issue was directed to states.
I suspect he was pretty naive when it came to the shenanigans some of them would pull until it was too late (and even the [Pennsylvania] the courts wouldn't step in)
