I don’t know if it’s the best way but we bought a pack of the heavy duty zip ties. Put one on each noodle and used a sharpie to hand write the legal requirements. Has held up so far.

Ziptie tags with info written with sharpie. Might have to touch up with sharpie every now and then but they’ve held up good the last year.
