I believe changes are needed, but this sounds terrible. 3 years before you can transfer? No way this passes. Capping NIL deals seems unlawful to me.
If there was some way to cut out the school collectives and make the deals strictly between the businesses and the athletes, I'd be all for it. 2 years before a student athlete can transfer seems reasonable.
