At the Casablanca Conference in January 1943, Roosevelt for the first time said they would accept noting less than unconditional surrender from Germany, Japan, and Italy. That stance was reiterated by Truman at the Potsdam Conference in July 1945. Italy unconditionally surrendered to the Allies in September 1943 and Germany followed suit in May 1945. Japan continued to fight after the Casablanca and Potsdam Declarations of 1943 and 1945.
