I don't think it's racist to ask for a customer service agent who's proficient in English. Hell, I don't even think it's racist to ask for a native speaker. OP would have been perfectly fine with a person of Indian descent, had that person been a speaker of English (as a first language).

It’s not and especially dealing with your finances. It’s not just pronunciation but some times using words or phrases wrong or just different than used in the US. I have to look up words and phrases watching British shows, and definitely have the captions on.

It's really shitty to hire non-native speakers as customer service reps. I mean, verbal communication is the single most important skill for such a job, and it boggles my mind that anyone would sacrifice that for a few dollars.

This is worse based on being a banking industry. I am not walking up to buy a slushee or Big Mac (and even then there can be visual aids available to use or reading facial expressions). We are talking about someone’s money. As the customer it is frustrating as heck to deal with someone who can’t communicate well over the phone already and never feeling like you are own the same page, but when it’s about your finances that stress and frustration are exponentially increased.

Exactly. And there are people here who are going beyond just saying half-assing customer service in this manner is OK. They're saying it's racist to question it.
