Checked in with my folks in St. Gabriel, they heard it but haven't gotten an alert. My mom retired from Dow about 5 years ago and texted me "That's an ethylene oxide plant!" Basically bad stuff and anyone downwind needs to keep all windows closed and shut off the AC.

Eta: family that lives on the west side said they went outside and their noses and throats starting burning.

The main concern from this unit will be the Ethelyne oxide. The risk of hazardous chemicals is low. the Ethelyne is highly explosive.
