Didn't we just have multiple years with the highest murder records in history?

Homicides by year while chief of BRPD
Carl Dabadie:
2013: 49
2014: 53
2015: 60
2016: 47
Total: 209
Yearly Average: 52
Murphy Paul
2018: 78
2019: 69
2020: 101
2021: 120
Total: 368
Yearly Average: 92
In the direct comparison above, there have been 159 more people killed in those 4 full years Paul has been chief compared to the 4 full years that Dabadie was chief. That is an increase of 76.08%
So, all the reforms, programs, & changes have resulted in a 76% INCREASE in killings. Is this called effective policing?
The best year for Paul was in 2019 when there were 69 killings in the city. That's 9 more homicides than Dadadie's worst year in 2015. Paul's best year is still a 15% increase in the number of killings in Dabadie's worst year as chief.
Lets take a look further back and compare the multi year tenure's of every BRPD police chief since 2001, (which is the first year listed on BRPD's crime state page.. LINK

So by the yearly homicide average, here is how all the full-time police chiefs in Baton Rouge of the last 21 year rank:
1. Pat Englade..........48
2. Carl Dabadie.........52
3. Jeff LeDuff.............65
4. DeWayne White....66
5. Murphy Paul..........92
According to the data, more people are killed on average each year under Murphy Paul's leadership than any other chief in at least the last 21 years. The most effective chief according to the data was Pat Englade.
