Stone Paver Question

I have large stone pavers in my side grass and in one of my flower beds that have either slowly sunk or due to erosion are lower than the surrounding sod. One is low enough to be covered by grass.
Pull them up and use sand? Some other material?

Compacting causes the stones to form a tight bond with the bedding layer, which reduces the chance of your pavers sinking again. Sweep joint sand into the joints between the pavers. Do this by pouring a pile of sand on your hardscape and sweep it over the stones until your joints can't hold any more sand.

Pull them up and remove all organic material where they will be placed. Raise the level back to grade with angular gravel or stone then add a layer of masonry sand and level it, then put down stones. They are probably sinking because they were installed on top of organic material which decomposes over time.
