So we will only look at what they did 2 years ago, instead of last year?
Let’s also not mention the fact that Henry Davis got injured 6 games in to his professional career so maybe he signed for less due to a medical issue…. similar to Kumar Rocker with Rangers/Mets?

They did this so they could draft guys and pay them overslot in later rounds, not because they're cheap.
The MLB draft is so complicated in part because the elite high school prospects have a lot more leverage than draft prospects in any other sport.
