If your an 18-20, the handicap system will benefit you more than a 5-6 handicap.

This is incorrect. The hcp system specifically spells out lower hcps have an advantage as an incentive to improve in the game. They made steps in 2020 to reduce this effect but it still slightly favors lower hcps.
