If 4 people are fishing, the difference between 60 and 100 could be a far jump.

Predators aren’t stupid and if they’re in the area and see dazed fish being thrown over the side they most certainly will hang around for an easy meal.

Yea you right that could be a big jump but I don't think people are consistently catching those numbers across the state and I'd imagine it's hard to set size and bag limits regionally for fishing. Also not every fish being thrown back is being eaten immediately if at all. The point is to give more trout the chance to spawn. If you lower the bag limit that percentage of chance goes up. That's basic statistics.
