no they arent, because its not the same people on both. the new people are allowed to get their daily limits too
he wasnt talking about the same group going twice in the same day

Think he may have been talking about the guide keeping his personal limit on both trips in the same day. That’d be illegal.
If the guide is running 2 trips a day with different customers, each customer on both trips is entitled to keep their limit. The guide just can’t keep any fish he catches on the afternoon trip if he already kept his personal limit on the morning trip
