LSU does not have a well rested MLB caliber bullpen ready to eat pitches in his place. He also will not be facing an MLB lineup. The fact that MLB pitchers in the current environment have not pitched more pitches does not mean they are incapable of doing so. It only means the rosters are setup intentionally to spread around pitches and innings to entire staffs of pitchers that throw 95+. Skenes is likely to be less effective, but probably more effective than the alternatives.
