Because Louisiana is a shite state run by corrupt political grifters that worry more about lining their pockets than investing in the state to make it more attractive and enjoyable to residents and tourists alike

Was repaired last time for like $86k after being reimbursed by FEMA for 75% of the costs.
Until they do, fix it.
