I’m 40 and from West Texas. I never once heard about it as a holiday but we definitely covered the Galveston landing post emancipation proclamation.
I move to East/Central Texas which has a much higher black density and I heard about for the first time probably 15 years ago. I had a friend at TXDoT and that dude would get off for every Texas holiday imaginable. Texas Independence, confederate heroes day, and Juneteenth.
I think him talking about getting off is the first time I remember it being a holiday.
Definitely regional and it’s emergence is definitely a recent phenomenon.
