What does a meaningless show-vote with a ridiculous and unenforceable fine do to rectify any of those things?

The censure isn’t meaningless. It’s recorded in the Congressional Record for time immemorial. Schiff deserves worse but he certainly deserves censure. Graves disgraced himself. Both Graves and Cassidy need to be replaced with actual conservatives.
