Nothing about Texas Tech makes them a sleeping giant. Terrible location to go to college.
For Big 10, I would go Maryland.

Miami and Nebraska are the only qualifiers here. And why would South Carolina and Texas Tech ever come up?

Maryland's athletic department is broke. Despite taking in $12 million in student fees, they have had budget shortfalls the last two years. A few seasons ago they had to drop sports after having to pay the ACC buyout.
